The Twenty Sixth meeting of the Conference of Heads of Government, held in July 2005 in Gros Islet, Saint Lucia, agreed to the establishment of a Regional Framework for the Management of Crime and Security in CARICOM. IMPACS is the implementation arm and nerve centre of the Framework.

 The elements of the Management Structure for Crime and Security include -:

 

•    A Council of Ministers with responsibility for National Security and Law Enforcement, as a separate and distinct body of CARICOM, reporting to the Conference of Heads of Government through the Lead Prime Minister with responsibility for Crime and Security in the CARICOM Quasi Cabinet;


•    A Bureau of The Council or a Sub-Committee of Ministers with responsibility for National Security and Law Enforcement.  The Bureau focuses specifically on resource mobilisation, implementation and other urgent matters; 

 

•    A Security Policy Advisory Committee (SEPAC), comprising Permanent Secretaries, Advisors, or other Senior Policy Officials and Chairpersons of the Standing Committees of CARICOM Heads of Operational Entities;

 

•    The Implementation Agency for Crime and Security (IMPACS), the nerve centre of the Management Framework and an Institution of the Community with primary responsibility for the implementation of the regional crime and security agenda;


•    A Coordinating Information Management Authority (CIMA), with a mandate to advise on appropriate systems and technologies to be utilised in the Regional Intelligence and Information Sharing System to be established and to continue to monitor developments to ensure efficiency and effectiveness;


•    Standing Committees of Operational Heads, to provide technical advice to the policy and political levels as follows -:

a.    Commissioners of Police;
b.    Chiefs of Military;
c.     Chiefs of Immigration;

d.    Comptrollers of Customs;
e.    Heads of Intelligence and Financial Crimes.

•    A Strengthened CARICOM Secretariat
