LEARNING MANAGEMENT SYSTEMS (LMS) ADMISTRATOR,
CBSI-CONNECT PROJECT

OBJECTIVES OF THE PROJECT
The core objectives of the project are as follows:
- To enhance the administrative management and technical capacity at CARICOM IMPACS to manage the CBSI-Connect platform and its related programme assets.
- To enhance regional capacity to promote and support cooperation amongst the Police and other Law Enforcement Training Academies by increasing number of trainings per year led by CARICOM IMPACS.
- To consolidate and expand the use of the CBSI-Connect Online/Distance Learning Platform.
DESCRIPTION OF ASSIGNMENT
The LMS Administrator is responsible for delivering comprehensive administration and support for the Regional LMS, CBSI-CONNECT. This role involves providing user support and course management support for learners and instructors by managing user accounts and content, and across multiple countries.
The LMS Administrator plays a vital role in ensuring a consistent and effective virtual learning experience for users, site administrators and trainers within CBSI-Connect Countries.
The LMS Administrator will also be responsible for collaborating with other members of the CBSI-Connect Project Team and internal technical staff at IMPACS as needed to facilitate the project's individual components.
SCOPE OF WORK
1. LMS Administration and Technical support
- Manages and maintains the Moodle-based LMS, ensuring its optimal performance and security.
- Implements updates, upgrades, and new features.
- Identifies and resolves technical issues.
- Configures system settings and permissions.
- Monitors system activity and troubleshoots technical issues.
- Escalates complex issues to appropriate personnel.
- Responds to end user's needs and concerns relating to general systems issues relating to the CBSI-Connect.
- Monitors the helpdesk system and provides first response to reported issues.
- Works with the ICT Department to install, assemble, configure, and upgrade hardware, software, and peripheral equipment relating to CBSI-Connect in accordance with the Agency’s specifications.
- Maintains up-to-date knowledge on emerging technologies and LMS advancements.
2. User Management
- Creates and manages user accounts, including bulk upload and assignments of roles and permissions.
- Communicates effectively with users regarding account management and LMS updates.
- Provides training to content creators and site administrators of the LMS.
- Creates, manages, and distributes links to virtual training sessions.
3. Course Management
- Creates and manages content and user access on the LMS.
- Reviews and approves content for quality and accessibility on the platform.
- Edits and prepares video content for online courses, ensuring quality and accessibility.
- Utilizes appropriate video editing software.
- Works with content creators and instructional designers to address any issues or required improvements.
4. Communication and Collaboration
- Communicates effectively with stakeholders, including instructors, learners, and support personnel.
- Along with the Regional Training Coordinator, visits Member States with satellite sites to meet with stakeholders, or through virtual consultations, evaluates the existing facilities in each country to determine the additional support or improvements required.
- Assists in the preparation of reports/assessments based on visits to or virtual consultations with Member States.
- Collaborates with other team members on learning and development initiatives.
5. Reporting and Documentation
- Maintains accurate and up-to-date system documentation of all CBSI-Connect configurations and administration requirements.
- Liaises with end users in the use of all CBSI-Connect assets, providing instruction and/or written documentation as required.
- Generates reports on LMS usage and user activity.
- Creates and maintain user manuals.
6. Undertakes other duties which may arise or may be delegated from time to time, appropriate to the grade of the post.
QUALIFICATIONS, SKILLS AND EXPERIENCE
- Bachelor’s Degree in Computer Science, Information Technology or Information Systems from a recognized University or Institution and/or any equivalentcombination of knowledge, expertise or technical certifications.
- At least 3-5 years’ experience managing and administering an LMS, preferably Moodle.
- Proven experience with instructional design principles and practices.
- Extensive experience in virtual and on-premises video conferencing solutions and in providing end user support.
- Excellent technical skills, including proficiency with computers and software.
- Excellent communication, organizational, and problem-solving skills.
- Demonstrated ability to provide excellent customer service.
- Experience with video editing tools (for example, Adobe Captivate, Camtasia).
- Experience with instructional design software (e.g., Articulate Storyline)
- Experience with LMS other than Moodle (for example, Blackboard, Canvas)
- Knowledge of project management methodologies.
- ·Ability to multi-task and handle a high volume of work and function in a high-pressure and fast-paced environment.
- Ability to work well independently and collaboratively.
- Ability to maintain a high level of confidentiality.
- Fluency in Spanish would be an asset.
LOCATION
This position will be based at the Headquarters of CARICOM IMPACS, #19 Keate Street, Port-of-Spain, Trinidad and Tobago.
