Request For Proposal for Human Resources Specialist to Support Recruitment for The Eastern Caribbean Citizenship by Investment Regulatory Authority

  • BACKGROUND INFORMATION

The Eastern Caribbean Central Bank (ECCB) seeks to engage the services of a Human Resources Specialist (HRS) for a consultancy to support recruitment for the Eastern Caribbean Citizenship by Investment Regulatory Authority (ECCIRA).

The ECCB is supporting the regional effort to establish ECCIRA as the regulator for Citizenship by Investment Programmes (CBI/CIP) in the Eastern Caribbean. These efforts are being led by the Interim Regulatory Commission (IRC), which was appointed by the governments of the five (5) participating CBI/CIP countries. The participating countries are Antigua and Barbuda, Commonwealth of Dominica, Grenada, Saint Christopher (St Kitts) and Nevis and Saint Lucia.

The legislative framework for the establishment of ECCIRA is now in place in the participating countries. Efforts are now underway to fully operationalize ECCIRA in the first half of 2026.Talent acquisition is a priority next step in the process. The IRC has developed an organizational design to support this aspect of the operationalization.
