🔎 CARICOM IMPACS Advances Regional Intelligence Capacity Building with the Turks and Caicos Islands

The CARICOM Implementation Agency for Crime and Security (IMPACS), in collaboration with the National Security Secretariat (NSS) of the Turks and Caicos Islands (TCI), has officially commenced the first phase of its Regional Intelligence Training Programme in TCI. This initiative forms part of IMPACS’ broader mandate to strengthen regional intelligence architecture and operational interoperability across CARICOM Member States.
This phase of the programme is specifically tailored to bolster TCI’s national intelligence capabilities by institutionalizing standardized intelligence procedures, enhancing inter-agency coordination protocols, and supporting the development of a multi-agency fusion framework for intelligence-led operations.
Key participating agencies include the Royal Turks and Caicos Islands Police Force (RTCIPF), TCI Regiment, Border Force, Her Majesty’s Prison, and the NSS—representing the core pillars of TCI’s internal security and public safety ecosystem.
This capacity-building effort is strategically aligned with global best practices in intelligence cycle management, emphasizing threat assessment, information sharing, and actionable intelligence production. It is expected to enhance situational awareness, tactical readiness, and strategic foresight within the TCI’s national security landscape.
The initiative follows TCI’s continued engagement with CARICOM and the Regional Security System (RSS), reinforced by the participation of Her Excellency the Governor and the Honourable Minister Arlington Musgrove at the 28th Meeting of the Council for National Security and Law Enforcement (CONSLE) in November 2024.
Through this ongoing partnership, the Turks and Caicos Islands Government (TCIG) reaffirms its commitment to a modern, intelligence-driven, and collaborative security framework, reinforcing regional cohesion in addressing transnational threats, organised crime, and emerging security challenges across the Caribbean.
