CARICOM IMPACS advances regional security through capacity-building in Grenada

The Caribbean Community (CARICOM) Implementation Agency for Crime and Security (IMPACS) successfully concluded a training programme in Grenada for 27 officers from the Royal Grenada Police Force, the Customs and Excise Division and Her Majesty’s Prison during the period 18 - 22 August 2025.
The training focussed on strengthening the institutional capacity of these agencies to design, develop and deliver training content on the Caribbean Basin Security Initiative CBSI-Connect, the Region’s Learning Management System (LMS). This milestone marks the first step towards the Grenada Police and Customs establishing their own subsites on CBSI-Connect, enabling them to manage and deliver training independently.
This initiative is not only a technical achievement but also a strategic step in advancing the policy objectives of regional security cooperation. By empowering Grenada’s national agencies to take ownership of training content, while aligning with regional standards, the programme contributes to a more decentralised, yet harmonised training architecture.
With Grenada’s participation, CBSI-Connect will integrate 23 training institutions across CARICOM Member States and the Dominican Republic, thereby operationalising one of the key principles of the CARICOM Crime and Security Strategy (CCSS), that security must be addressed through coordinated, collaborative and capacity-driven approaches.
Furthermore, this training aligns with international best practices in security sector reform by ensuring that officers are equipped with sustainable tools for professional development, knowledge-sharing and interoperability. Standardising and harmonising training content across the Region strengthens institutional resilience, enhances cross-border cooperation and contributes to the long-term goal of building a safe, secure and resilient Caribbean community.
