CARICOM IMPACS delivers specialised CBSI-Connect training in St. Vincent and the Grenadines

The Caribbean Community (CARICOM) Implementation Agency for Crime and Security (IMPACS) has successfully concluded a content contributor training programme for law enforcement instructors in St. Vincent and the Grenadines.

The training, which was conducted from 12 - 16 January 2026 at the Police Training School, was delivered under a project funded by the United States Bureau of International Narcotics and Law Enforcement Affairs (INL), that supports the transfer of the Caribbean Basin Security Initiative (CBSI)-Connect Learning Management System (LMS) to CARICOM IMPACS. The initiative is designed to strengthen regional ownership, ensure long-term sustainability and deepen the capacity of CARICOM institutions to manage, expand and optimise the platform as a core tool for professional development across law enforcement, border security and allied agencies.

The training brought together 18 participants from police and immigration, with a shared objective to strengthen institutional capacity to design and develop high-quality online learning content using CBSI-Connect. This cohort comprised instructors who routinely deliver training to recruits and serving officers yet were comparatively new to the craft of developing virtual learning materials. Through structured instruction and hands-on practice, participants were guided in translating established classroom excellence into the digital learning environment, ensuring that modern delivery methods remain anchored in professional standards, operational relevance and instructional discipline.

During the training, instructors demonstrated strong engagement and a clear commitment to applying these new skills within their training programmes. Even where prior exposure to online training was limited, participants showed readiness to build, eager to progress to higher levels and to expand digital learning across their institutions.

This training forms part of CARICOM IMPACS’ broader capacity-building agenda, under which training support has been delivered to CARICOM countries over the past three years. The approach is designed to modernise instructional capability in a sustainable way, supporting institutions to scale learning delivery, preserve organisational knowledge and maintain continuity of training in rapidly changing operational contexts.

CARICOM IMPACS continues to advance the use and reach of CBSI-Connect, which currently supports 21 regional training institutions, including police services, military/defence training entities and regional organisations. The platform enables institutions to develop, host and deliver online learning, strengthening regional interoperability, professional standards and long-term training resilience.

Building on the momentum from St. Vincent and the Grenadines, the CARICOM IMPACS team will conduct the next content contributor training in Dominica from 19 - 26 January 2026, continuing efforts to expand and deepen the Region’s capacity for high-quality online learning design and development.
