CARICOM IMPACS and COMGEND sign MoU

In a significant move to bolster regional security and combat transnational organised crime, the Caribbean Community (CARICOM) Implementation Agency for Crime and Security (IMPACS) and the Guadeloupe Gendarmerie Command (COMGEND) have signed a Memorandum of Understanding (MoU).

This landmark agreement, which was signed at CARICOM IMPACS’ headquarters in Port-of-Spain, Trinidad and Tobago, on 23 January 2026, establishes a formal, robust framework for cooperation, intelligence sharing and technical assistance between the two organisations, to outpace the evolving tactics of transnational criminal networks.

It specifically links CARICOM’s regional security architecture with the tactical assets of the French Gendarmerie stationed in Guadeloupe, targeting the high-traffic transit zones of the Leeward and Windward Islands. Given the geographical proximity of Guadeloupe to several CARICOM Member States, the partnership is designed to close security gaps that are often exploited by organised crime syndicates moving through the Eastern Caribbean.

Lt. Col. Michael Jones, Executive Director, CARICOM IMPACS, said the agreement represents a shared commitment to a safer Caribbean. “Guadeloupe is not just a neighbour but a critical partner in our collective defence. The MoU aligns our resources with the COMGEND, bridging the gap between regional intelligence and international operational standards, creating a tougher environment for criminal networks", he added.

Brigadier General Christophe Perret, Commander, COMGEND, noted the MoU effectively merges COMGEND’s local knowledge of the French Antilles with the regional reach of CARICOM. “This is a decisive step in our common fight against organised crime. Our proximity is our strength. This MoU provides the legal and operational framework to act more swiftly and effectively alongside our Caribbean partners to ensure the safety of our citizens and the stability of the Region”, he explained.

The MoU defines a clear mission to protect the Region through four primary objectives including strengthening regional collaboration, threat anticipation, operational coordination and secure information sharing.
